It is obvious that children are much more likely to  be sexually abused by family members and friends than by anyone else. 

The American Medical Association found in 1986 that  one in four girls, and one in eight boys, are sexually abused in or out of  school before the age of 18.  Two  years later, a study included in The  Handbook on Sexual Abuse of  Children, reported that one in four girls, and one in six boys, is sexually abused by age 18. cases of grave necessity"

     A General absolution is mainly indicated for situations where there is physical impossibility to administer the Sacrament of Confession according to the usual rules, such as, for example, at the time of an imminent bombing attack.  It is not intended  to handle the case of a psychological antipathy to normal confession.

     The heart of the efficacy and validity of the sacraments lies in the priest's "intention of doing what the Church does (intentio faciendo quod facit Ecclesia)".  This fundamental intention covers even the forgetfulness which may occur when performing religious duties. A ceremony of  general absolution, intended to replace normal "auricular confession" would call into doubt the very validity and sacramental value of such a substitution.

     As one orthodox priest affirmed: Priests who have serious guilty in the sexual abuse crisis as well as other mortal sins have the grave obligation of going to confession as soon as possible, knowing that such confessions are protected, notwithstanding any civil law, by the seal of confession.  If the peace of soul that one seeks is the Church's guarantee of God's forgiveness, then that simply is what you must do.
